How the cyclone funds are being distributed

The below organisations have publicly published how they have spent or allocated funds received in relation to Cyclone Gabrielle.

New Zealand Disaster Fund (Red Cross)

New Zealand Red Cross have committed the full $28.5 million – including all interest earned – to initiatives supporting people affected by the cyclone and other severe weather events. The Fund received approximately $27.5 million in donations, and nearly $750,000 in interest. Funding was distributed across three grant programmes:

  • Partnership Grants Programme - providing funds to community organisations and other entities supporting community recovery.
  • Response and Recovery Programme - supporting the immediate emergency response and helping communities recover by providing goods, services, and people. It also includes the Red Cross Home Bundles programme now underway. 
  • Resilience Investment Programme - providing funding to help affected communities prepare for, respond to, and recover from future emergencies and disasters as the impacts of climate change grow.

Cyclone Gabrielle Appeal Trust

Cyclone Gabrielle Appeal was launched to support and empower local communities to rebuild in a way that works best for them and complement other funding available to affected regions and communities to support their resilience to respond to extreme weather events.

A funding round of over $14 million opened on 20 March 2024 and closed on 29 May 2024. 

The Cyclone Gabrielle Appeal raised $13,569,666. This amount, plus interest earned, enabled the Trustees to make grants to 558 projects aligning to the Trust funding round priority totalling $14,137,699.

 MPI

Ministry for Primary Industries (MPI) 

The Ministry for Primary Industries (MPI) provided significant funding to support the recovery of affected farmers, growers, whenua Māori owners, and rural communities.

  • Farmers and Growers recovery grants: $64 million was paid out in recovery grants. The funding enabled affected farmers and growers to undertake urgent repair work, including fencing, and clearing silt to save trees and vines.
  • NIWE time-critical primary industries recovery fund: $30 million to support the recovery of primary sector businesses and rural communities to boost health and safety and protect animal welfare following Cyclone Gabrielle.
  • NIWE isolated rural communities recovery fund: $5.4 million to support the wellbeing of rural communities isolated by the weather events, including Cyclone Gabrielle.

Te Puni Kōkiri - Cyclone Gabrielle Māori Communities Response Fund

Te Puni Kōkiri provided $9 million in funds for rapid assistance to marae and hapori Māori affected by Cyclone Gabrielle. The Fund was intended to be flexible and agile in addressing the varying needs of different marae and communities. The funds were fully committed across 95 contracts. The Fund closed June 2023.

The primary focus was on marae and hapori which were directly affected by Cyclone Gabrielle. These communities are mostly located in Ikaroa-Rāwhiti, Waikato-Waiariki (Coromandel), Te Tai Tokerau and Tāmaki-Makaurau.

Hawke27s Bay Regional Council

Hawke's Bay Disaster Relief Trust

The fund was activated immediately following Cyclone Gabrielle, and thanks to generous donations from around New Zealand has helped over 5,770 people to date with a total allocation of $8.8m. 93% of this funding went directly to individuals, families and household with the remaining 7% allocated to groups. 

Distributions from the Trust have been made through two phases of work. Phase 1 being immediate access to up to $1000, and Phase 2 being up to $10,000 per household.

Hastings Mayoral Relief Fund 

During 2023 and 2024 the Hastings Mayoral Relief Fund supported local groups and households with a share of over $450,000  from the Hastings Cyclone Gabrielle Mayoral Relief Fund.

The Hastings Cyclone Gabrielle Mayoral Relief Fund was a one-off fund set up to support residents, business and groups who have been affected by the cyclone or who are supporting the recovery and was made up of public and private donations.

Hawke’s Bay Foundation

To help support the region’s unprecedented relief effort, Hawke’s Bay Foundation set up a special ‘Cyclone Relief Fund’ to funnel donations direct to overwhelmed welfare agencies on the ground, that need it most. 

Within one week of donations streaming in, Hawke’s Bay Foundation’s specialist Distributions Committee approved and mobilised (under full consensus), the first round of funds to frontline charities on a ‘greatest needs’ basis. All funds have now been distributed and we were able to support over 100 charitable organisations and groups working in the cyclone response space with a share of the $3.1m fund.

Hawke's Bay Chamber of Commerce

Thanks to money provided by the government, businesses could apply for up to $40,000 to help cover the cost of staying open following damage after Cyclone Gabrielle. Applications for the scheme closed on 3 April, 

$30.5 million was provided to 1491 businesses

Evergreenfoundation

Evergreen Foundation 

When Cyclone Gabrielle struck Hawke’s Bay and the East Coast in February, the widespread devastation across the agricultural and horticultural sectors quickly became apparent.

With our region torn apart the Evergreen Foundation quickly stepped up and activated a relief fund with $100,000 seed funding specifically aimed at getting those sectors back on their feet.

To date the Evergreen Foundation has allocated $2.7M of this across 104 individual grants to support our rural communities in Hawke's Bay up to Gisborne/Tairawhiti.
